Three-Tier System of Panchayats

Part IX of the Constitution envisages a three-tier system of Panchayats:

  • Village level

  • Intermediate level (between village and district Panchayats, applicable in States with a population above 20 lakhs)

  • District Panchayat at the district level

Composition and Elections

  • All seats in a Panchayat shall be filled by direct elections from territorial constituencies within the Panchayat area.

  • The electorate is known as the Gram Sabha, consisting of persons registered in the electoral rolls of the villages under the Panchayat jurisdiction.

  • This structure introduces representative democracy at the grassroots level.

The Chairperson of each Panchayat is elected according to State law, which also provides for:

  • Representation of Chairpersons of Village and Intermediate Panchayats in the District Panchayat

  • Representation of members of the Union and State Legislature in Panchayats above the village level
