Kautilya mentions administrative structure in his work Arthashastra which are as follows Sthaniya was a provincial capital of 800 villages. Dronamukha was a district municipality of 400 villages. Karvatika was a country seat for 200 villages. Samgrahana was a revenue collection center for 10 villages.
