Introduction

The location of industries is governed by a combination of factors — proximity to raw materials, power, market, labour, transport, capital, and government policy. In India, the spatial distribution of major industries reflects the historical evolution of resource endowments, colonial-era industrial patterns, and post-independence planning. This note examines four key industries — iron and steel (a basic heavy industry), cement (a raw-material-oriented industry), cotton textiles (a historically significant, market- and raw-material-oriented industry), and sugar (an agro-based industry) — in terms of their locational factors and regional distribution across India.

Iron and Steel Industry

Locational Factors

The iron and steel industry is a classic example of a “weight-losing” and raw-material-oriented (footloose to raw material) heavy industry, since it uses bulky raw materials (iron ore, coking coal, limestone, manganese) that lose considerable weight in processing, making it most economical to locate plants close to the sources of raw materials rather than near the market. Key locational requirements are:

  • Proximity to iron ore deposits.
  • Proximity to coking coal (essential for smelting).
  • Availability of limestone, dolomite, and manganese (flux and alloying materials).
  • Adequate water supply (for cooling) and power.
  • Good transport connectivity (rail, in particular, given the bulk of raw material and finished product) and access to markets.

In India, most major integrated steel plants are concentrated in the Chota Nagpur Plateau region, spanning parts of Jharkhand, Odisha, West Bengal, and Chhattisgarh, often called the “Ruhr of India” because of its resemblance to Germany’s Ruhr industrial region in terms of mineral wealth-based industrial concentration.

Major Iron and Steel Plants and Their Locations

Public Sector Plants (under SAIL and others):

  • Tata Iron and Steel Company (TISCO/Tata Steel), Jamshedpur (Jharkhand) — India’s oldest iron and steel plant (established 1907) and the only major plant in the private sector; located near the Subarnarekha and Kharkai rivers, drawing iron ore from Noamundi/Badampahar (Odisha/Jharkhand) and coal from Jharia coalfield.
  • Indian Iron and Steel Company (IISCO), Burnpur (West Bengal) — now under SAIL; located near the Damodar Valley coalfields.
  • Bhilai Steel Plant (Chhattisgarh) — set up with Soviet (USSR) collaboration; draws iron ore from the Dalli-Rajhara mines (Chhattisgarh) and coal from Korba/Jharia; a major producer of steel rails.
  • Rourkela Steel Plant (Odisha) — set up with German collaboration; draws iron ore from Sundargarh/Kalimati and Barsua mines, coal from Jharia; produces steel sheets.
  • Durgapur Steel Plant (West Bengal) — set up with British collaboration; part of the Damodar Valley industrial belt, well connected by rail to Jharia coalfield and Chota Nagpur iron ore.
  • Bokaro Steel Plant (Jharkhand) — set up with Soviet collaboration; draws on nearby Bokaro coalfield and iron ore from Jharkhand/Odisha mines; one of the largest integrated steel plants in India.
  • Visakhapatnam Steel Plant (Andhra Pradesh, under RINL) — India’s first major coastal-location steel plant, drawing iron ore by rail from Bailadila (Chhattisgarh) and importing coking coal, benefiting from port access for both raw material import and product export.

Newer/Private Sector Expansion:

  • Growth of large private producers such as Tata Steel, JSW Steel (Karnataka — Bellary-Hospet-Toranagallu belt; also Odisha, West Bengal), Jindal Steel & Power (Chhattisgarh, Odisha, Jharkhand), Essar Steel (Gujarat — Hazira), and steel plants in Odisha (Kalinganagar, Angul), reflecting a shift toward both raw-material-based and increasingly coastal locations to facilitate export and import of raw materials.

Distribution Pattern

The overwhelming concentration of India’s iron and steel industry lies in the Chota Nagpur Plateau and its fringes — Jharkhand, Odisha, Chhattisgarh, and West Bengal — because this region simultaneously possesses rich iron ore (Singhbhum, Bailadila, Kendujhar/Mayurbhanj), coking coal (Jharia, Raniganj, Bokaro), manganese, and limestone/dolomite deposits in close proximity, a remarkably rare coincidence of resources that has made this belt India’s core heavy industrial region. Secondary and emerging centres exist in Karnataka (Bhadravati, Bellary-Hospet), drawing on local iron ore, and along the eastern coast (Visakhapatnam) reflecting a shift toward coastal, trade-oriented steel production.
